Supporting the publication cycle of legislation in more than one language introduces the complexity of making sure it is exactly the same in all languages. The editor of the legislation must be sure that its structure is equal across the language versions and be able to manage the translation process of the modified parts. This article describes the XML based approach which was used in the application that supports the publication cycle of the Combined Nomenclature Regulation of the European Commission.
